Full-text search across SeeSaw topic titles and descriptions. Use this when you have a keyword; use list_topics when you want a ranking instead. Scope: read · Annotations: readOnlyHint REST equivalent: GET /open/v1/search

Search has its own tighter budget — 30 requests/min on top of the general read limit. Browse with list_topics where you can.
